Phase 3 of the programme was 'implementation'
Implementation plans
Following the 'diagnosis and solution design' all the pilot sites developed implementation plans. This occurred at the end of the first year. On the basis of these it was agreed to extend the programme to 3 years to enable delivery of the objectives.

Implementation and maintaining momentum
The plans were implemented from the second year of the programme Momentum for the programme was maintained by:
- The governance arrangements in place
- The programme management arrangements in place
- Regular communication
Ending the programmes and celebrating Success
The MHIP programmes in 2 of the pilot sites ended after 2 years (South West London & St Georges and South West Yorks) and in 2 of the sites after 3 years (South Staffs and Leicestershire).
