Identifying drivers

What MHIP did

Key drivers for the programme were identified from the latest reports and policies and by consultation with colleagues and stakeholders. These were then used to shape the delivery of the programme.

At a national level the key driver for MHIP was the need to re-design mental health services to improve effectiveness, learning from the growing evidence base of service improvement tools as to how these could affect whole system change. Further details are in the national Programme Initiation Document.

Local level drivers were also generated in each of the pilot sites.

Through the 3 years of the programme some of these drivers changed for example, from improvements in star ratings, to delivering financial recovery. In the case of one pilot site this change in drivers was a predominant causal factor in the early demise of the programme before it achieved its objectives.

One of the key learning points from this was that identifying drivers is key to effective engagement at the commencement of the programme, but it is also imperative to continue to monitor the drivers and ensure that the programme has sufficient flexibility to adapt to any significant changes.

Although these drivers are often well known to those driving the programme it is important that they are fully evaluated. A well-used tool for this is the PEST analysis:

When using this tool both national and local drivers need to be identified in order that the programme is designed to deliver the highest priorities.
