Top tips
Learning on programme management was generated throughout the programme. Here are some top tips that were generated at certain phases and in reports:
Phase 1 learning (preparation and launch)
- There may be a potential conflict for NIMHE between “performance” management and “performance” development
- The process of transformation is a continual process and there is not an end point
- Look to managing the programme in phases with suggested timings to reduce time pressures
- Finding a balance between national and local ownership
Phase 2 learning (diagnosis and solution design)
- Needs to be responsive and dynamic
- Move away from organisations to what is wanted by communities
- Facilitative process – critical friend
- Ownership is crucial
- Balance vision and emergence
- Need to have a process of education and development with built in reflection
Highlight reports
- It is essential to dovetail the MHIP Programme to meet the current needs of commissioners to make a reality of the concept of ‘value-added’ rather than additional work.
- Procedures for resolving conflict required.
- Use Steering Group as performance monitoring mechanism
- Programme Director to support and facilitate new working groups and ensure outcomes are achieved.
- The establishment of the work streams has indicated a number of sub-set agendas. E.g. When considering the work programme for service redesign of community services it will be important that a good interface is established with work currently being undertaken on acute sector inpatient redesign and their service model. This will be to ensure that the work reflects a whole systems approach.
