What MHIP did
Governance arrangements were established in order to control the delivery of the programme.
In summary, the national arrangements that were agreed and set up were:
- National MHIP Programme Board. This Board was responsible for the operational delivery of MHIP, and was accountable to the National Steering/Reference Group. It was chaired by the MHIP National Programme Director, and met on a monthly basis. View the terms of reference.
- National Steering/Reference Group. This group was formed to provide leadership to the Programme Board and was responsible for ensuring the programme delivered the strategic aims. The members of the group included national stakeholders that were not directly involved with the MHIP. The Group was co-ordinated by the MHIP National Programme Lead. View the terms of reference.
- Programme Leads Learning Group. This group was comprised of MHIP Programme Leads, the NIMHE Regional Development Centre Leads and the Service Development Team Leads (who were assigned to each pilot site). They met on a monthly basis to develop a Learning Network, chaired by the MHIP National Programme Lead.
Each MHIP pilot site determined its own local governance arrangements, which included:
- Partnership Agreement. This document defined the agreement between partners in the local system for the delivery of the programme. View South Staffordshire’s Partnership Agreement. One pilot site, Leicestershire, chose that the partners signed up to the local Programme Initiation Document instead of a Partnership Agreement.
- Partnership Steering Group. Each MHIP was led by a local Steering Group that was co-ordinated by a lead local stakeholder agency. The Steering Group oversaw the delivery of the programme and included representatives from all the programme partners
- MHIP Programme Lead. The Programme Lead operated at a strategic level across the local system to ensure the successful delivery of the programme. The Programme Lead was predominantly drawn from the main local mental health provider organisation leading a Programme Team consisting of leads from the partner agencies, project managers, dedicated clinical time, information and communication support. The Programme Lead acted as the key point of contact with NIMHE.
